Abstract: In Jordan and in the Palestinian Administration areas, access to universities is often very limited due to historical development.

In Jordan, universities are primarily located in the area of the larger urban centers, whereas opportunities for communication and mobility beyond these urban centers can only be described as limited. A similar situation can be observed in the areas of the Palestinian administration, where freedom of movement is currently severely restricted due to the special security situation.

Against this background, the international research project ICT-LEAP is dedicated to the development and implementation of innovative learning arrangements based on computer and network technologies. Therefore, ICT-LEAP is to contribute to overcoming the above-mentioned barriers and limitations through the integrative development of a hardware and software infrastructure, content-related pilot events (in the field of industrial engineering) and their prototypical implementation in educational practice.

The overarching goal is to provide the most open access possible not only to the universities of the Arab partner countries, but also to international higher education via the EU partners as multipliers.
